Description
The New Jersey Department of Community Affairs (DCA) administers this National Housing Trust Fund request for proposals. It funds for-profit and nonprofit affordable housing developers creating or rehabilitating permanent rental homes for households below 30% of area median income who meet a specified special-needs criterion. The program seeks to increase the supply of decent, affordable housing, strengthen the state’s housing capacity, and leverage private-sector participation.
Eligible development costs include construction, rehabilitation, site improvements, utility connections, and acquisition of property to be converted into housing. Certain design and professional services, construction-period costs, tenant relocation, and an initial operating deficit during rent-up may also be covered. Federal funding comes from Freddie Mac and Fannie Mae contributions allocated to states by the U.S. Department of Housing and Urban Development.
