The National Poverty Fellows Program is a federal government–university partnership administered by the Institute for Research on Poverty (IRP) at the University of Wisconsin–Madison. It builds postdoctoral researchers’ capacity to conduct high-quality, policy-relevant research on poverty and economic mobility in the United States. Fellows’ work addresses social safety net programs, access to human services, economic insecurity, and how public policies affect low-income families and individuals.
The program combines research placements in federal policy settings with academic and policy mentorship. Placements include the Office of the Assistant Secretary for Planning and Evaluation (ASPE) and the Office of Planning, Research and Evaluation (OPRE). Fellows maintain connections with IRP through twice-yearly scholar-in-residence visits, a senior IRP research mentor, an outside policy mentor, and support for participation in academic conferences.
