Description
The Needs-Based Public School Capital Fund (NBPSCF), administered by the North Carolina Department of Public Instruction’s School Planning Section, assists county governments with critical public school building needs. Funded by North Carolina Education Lottery revenue, the program supports new school buildings and additions, repairs, and renovations of existing school facilities. Counties apply through an annual grant process.
The program prioritizes financial need and projects addressing critical deficiencies in serving current and future students. Priorities include new construction or complete renovation, consolidation of schools, and Career and Technical Education centers serving an entire public school unit. Applications are also reviewed against projected enrollment to assess whether project size and scope are reasonable.
