    Description

    The North Carolina Department of Health and Human Services’ Division of Mental Health, Developmental Disabilities and Substance Use Services (DMH/DD/SUS) administers this competitive program to establish, expand, or maintain medication-assisted treatment (MAT) in local jails. It supports evidence-based treatment combining FDA-approved medications with counseling and behavioral health interventions, with the goals of promoting recovery, improving treatment access, and reducing overdose risk among people involved in the justice system.

    Funded programs must provide timely screening, uninterrupted medication administration and clinical follow-up during incarceration, and discharge planning with warm handoffs to community treatment providers. All FDA-approved opioid use disorder medications, including long-acting injectables, must be available. Programs must also provide medications for alcohol and other substance use disorders when clinically appropriate.
