The New York State Section 8 Making Moves Program, administered by Homes and Community Renewal (HCR) via its Housing Trust Fund Corporation (HTFC), seeks a qualified not-for-profit organization to serve as the Statewide Administrator and Technical Assistance Provider. This entity will oversee a network of local nonprofit mobility programs, ensuring effective delivery of mobility counseling services to families with federal Section 8 Housing Choice Vouchers. The program's primary goal is to help voucher families—especially those with children under 12—move to well-resourced neighborhoods with greater access to educational and economic opportunities.
The selected administrator will be responsible for managing subrecipient agreements, tracking outcomes, implementing best practices, providing training and technical assistance, developing policies and procedures, monitoring compliance, and facilitating partnerships to maximize program impact.
