The Affordable Housing Trust Fund is administered by the New Jersey Department of Community Affairs (NJDCA), Division of Housing and Community Resources. It provides municipalities and nonprofit and for-profit affordable housing developers with loans for housing serving low- and moderate-income households, as defined by the Council on Affordable Housing. Support covers hard and soft development costs, with allowable costs defined in the program guidelines.
The FY2027 RFP supports rental and homeownership projects, including senior and supportive housing meeting specific population requirements. NJDCA anticipates funding approximately 10–12 projects. Review considers financial feasibility, readiness, development-team capacity, cost reasonableness, site selection, and demonstrated market need. Priority points recognize nonprofit developers, additional family-sized units, and projects in designated Difficult to Develop Areas.
