The New Jersey Department of Community Affairs (DCA) administers this program using a U.S. Department of Housing and Urban Development award. It funds environmental testing, lead inspections and risk assessments, remediation or abatement, clearance testing, and lead-safe home maintenance education. Priority goes to households with pregnant individuals, children under six, and children with elevated blood lead levels in areas with the greatest lead-based paint abatement needs.
Supplemental healthy homes services support lasting lead hazard containment by keeping homes dry, clean, pest-free, ventilated, safe, contaminant-free, maintained, and thermally controlled. DCA encourages cost-effective approaches that avoid temporary displacement and combine funding sources to prevent high-cost projects from being deferred. The program also aims to expand contractor availability and connect eligible residents with services.
