Description
The Nonprofit Security Grant Program (NSGP) is a competitive federal program administered by the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA). Iowa Homeland Security and Emergency Management (HSEM) serves as the State Administrative Agency, submits eligible nonprofit applications to FEMA, and issues subawards to selected organizations. FEMA makes final funding decisions.
The program funds facility hardening and other security activities addressing risks of terrorist or extremist attacks. Typical projects include cameras, access controls, alarms, lighting, barriers, and reinforced doors. Certain security planning, training, exercises, cybersecurity improvements, and contracted security personnel may also qualify. Proposed improvements should address risks identified in a Threat and Vulnerability Assessment. NSGP also promotes coordination between nonprofit preparedness activities and broader state, local, public, and private preparedness efforts. Allowable activities and costs can change with each annual federal funding notice.
