New York State Homes and Community Renewal’s HEAP incentive program is administered by the Housing Trust Fund Corporation (HTFC), using funding from the Office of Temporary and Disability Assistance. It relies on the existing Weatherization Assistance Program (WAP) network to deliver energy conservation assistance, improve dwelling efficiency, and reduce eligible households’ fuel and electricity expenditures.
The program targets multifamily portfolios with significant energy assistance needs—including government-assisted housing, public housing, and housing for people with special needs—and also permits other WAP-eligible building types. Funding supports property identification, energy evaluations, cost-effective energy-saving measures, and related health and safety work. HTFC seeks subgrantees with available project pipelines that can deliver additional weatherization services promptly. Major energy-saving measures must be included in project scopes, and HEAP-funded measures must produce energy savings.
