The College in High School Program is administered by the New York State Education Department (NYSED) through the College in High School Opportunity Fund, established in the FY 2026 State Enacted Budget. It funds the creation and expansion of equitable dual enrollment opportunities designed to save students time and money in college and improve high school graduation, college enrollment, success, and completion.
The program supports partnerships between New York State school districts or Boards of Cooperative Educational Services (BOCES) and eligible colleges and universities. Businesses and community-based organizations may also participate as partners. Programs must offer students the opportunity to earn at least 12 transferable college credits through structured pathways, programs of study, or intentionally offered courses, supported by additional counseling, academic assistance, and outreach to underserved students.
