Description
New York State Homes and Community Renewal’s Housing Trust Fund Corporation (HTFC), through its Office of Community Renewal (OCR), administers five state-funded housing programs. Grants enable local governments and not-for-profit organizations to serve as Local Program Administrators (LPAs), supporting safe, decent, affordable, and accessible housing for low- and moderate-income residents and people with disabilities across New York State.
The Access to Home programs fund accessibility modifications and related habitability improvements so people with disabilities can remain in or return to their homes rather than institutional settings. Dedicated programs serve veterans and Medicaid members, with the Medicaid program also seeking lower long-term health care costs. Mobile and Manufactured Home Replacement (MMHR) replaces dilapidated homes on homeowner-owned land. RESTORE addresses emergency repairs and code violations affecting older homeowners’ health, safety, or independent living.
