ESA has introduced a new multi-step application process requiring an initial Activity Pitch Questionnaire (APQ) before you can submit an Outline and Full Proposal. Please note that you are now limited to two APQs per calendar year with no resubmissions allowed for the same idea, and you must obtain written authorization from your National Delegation for your final submission.
