Description
This Horizon Europe call funds interdisciplinary research and innovation projects that address current, emerging, or unforeseen challenges to European democracy. The aim is to enhance citizens’ trust and participation, expand inclusiveness and fairness in democratic institutions and practices, and support and protect civil society. Projects should propose innovative or disruptive solutions—including digital and civic tech approaches—and actively engage citizens and civil society organizations to foster broad public debate and uptake of democratic innovations.
Proposals are expected to leverage existing research, avoid duplication, and coordinate with other initiatives for greater impact. Collaboration with the Joint Research Centre (JRC) Competence Centre on Participatory and Deliberative Democracy is encouraged, especially to demonstrate how citizen participation can strengthen inclusiveness and fairness. Data produced should adhere to FAIR (Findable, Accessible, Interoperable, Re-usable) principles.
Consortia must be interdisciplinary and include both a relevant public body with a policy-making role and a civil society organization. Proposals should plan for mid-term assessment by democracy practitioners and policymakers.
