Description
The Outdoor Recreation Mitigation Grant (ORMG), administered by Utah’s Division of Outdoor Recreation, helps counties manage visitor-related impacts from outdoor recreation, tourism, and conventions. Created during the 2025 legislative session through H.B. 456, the program addresses public safety and service demands that exceed local Transient Room Tax resources. It supports emergency-service reimbursement, ongoing visitor-impact mitigation, and road repair or improvement projects.
Funding priorities place actual emergency costs first, followed by visitor-related safety and mitigation needs. Supported work includes search and rescue, emergency medical services, law enforcement, solid waste operations, and emergency or preventative road improvements. The program also seeks to understand counties’ actual visitor-related costs to inform future funding. Applications bring together county departments and service providers in one coordinated request.
