Description
The Port Authority Studies and Pilot Projects Program (PASPP) is administered by the Texas Commission on Environmental Quality (TCEQ) through the Texas Emissions Reduction Plan (TERP). It funds air quality studies and pilot projects that explore ways to reduce nitrogen oxide (NOX) and particulate matter (PM) emissions associated with cargo movement at public seaports.
Supported work includes studying emissions and testing technologies or operational changes. Previously funded projects have examined electric terminal tractors, vessel exhaust at berth, microgrid shore power, and truck appointment scheduling to reduce idling at a port grain elevator. These examples span cargo-handling equipment, vessels, port infrastructure, and truck operations.
