    Description

The Minnesota Department of Education (MDE) administers PCP Responsive Inclusion in School Environments (PCP RISE) to support schools implementing more integrated special education instructional settings. The FFY27/28 competition targets schools serving higher populations of students from demographic groups statistically overrepresented in more restrictive educational settings.

The funded approach centers on evidence-based person-centered thinking, practices, and planning, with Charting the LifeCourse identified as an example framework. Projects connect these practices to changes in instructional settings for the students they serve. The application asks applicants to demonstrate need, organizational capacity, equity and inclusion, community or family engagement, measurable goals, and an evaluation plan. Funding comes from section 1411 of the federal Individuals with Disabilities Education Act.
