Pennsylvania First Program (PA First) supports businesses locating or expanding in Pennsylvania, funding facilities, equipment, training, and infrastructure to increase investment and create or preserve jobs.

Funding Amounts: Generally up to $10,000 per projected job created or retained; grants, loans, and loan guarantees

Pennsylvania First (PA First), administered by the Pennsylvania Department of Community and Economic Development (DCED), supports business investment, job creation, and payroll growth across the commonwealth. Competitive projects must offer substantial economic impact for Pennsylvania or the locality or region where a business will locate or expand. The program also aims to strengthen Pennsylvania’s competitiveness in the global economy.
Funding supports business facilities, equipment, workforce training, infrastructure, and site development. Eligible activities include land and building acquisition, construction or rehabilitation, environmental assessment and remediation, working capital, and site preparation. Assistance connects these investments with commitments to private investment, employment, payroll, and continued operations in Pennsylvania.
