Description
The Space Telescope Science Institute (STScI) administers Phase I proposals for scientific observing programs using the Hubble Space Telescope (HST). Proposals connect scientific aims and defined celestial targets with Hubble’s instrument capabilities, observing modes, filters, and dispersers. Each proposal estimates the spacecraft orbits needed to complete the observations.
STScI allocates observing time through competitive scientific peer review, with recommendations from review panels and the Telescope Allocation Committee informing the Director’s final selection.
