Description
Phase I proposals are the primary mechanism for researchers to apply for observing time on the Hubble Space Telescope (HST). Applicants must provide a comprehensive summary of their planned program, including scientific justifications, target lists with celestial coordinates, instrument configurations, and an estimate of the number of spacecraft orbits required. Proposals are reviewed by a Telescope Allocation Committee (TAC) organized by the Space Telescope Science Institute (STScI), which recommends programs for approval and implementation. Successful proposals proceed to Phase II for detailed observation planning.
