Planning Grants support Vermont communities in identifying and addressing local needs through feasibility studies, marketing plans, architectural and engineering plans, and other planning activities. The Vermont Agency of Commerce and Community Development administers these grants through the Vermont Community Development Program (VCDP), using federal Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development.
The broader VCDP provides competitive financial and technical assistance for housing, economic development, public facilities, public services, and accessibility modifications. Seventy percent of CDBG funds must primarily benefit people with low and moderate incomes. Assistance may also address slums and blight or urgent needs when VCDP determines that federal qualifications are met.
