This opportunity supports planning proposals from institutions in EPSCoR-eligible jurisdictions to facilitate the preparation of future submissions to the E-RISE RII (Research Incubators for STEM Excellence) and E-CORE RII (Collaborations for Optimizing Research Ecosystems) programs. The intent is to strengthen research capacity, infrastructure, and jurisdiction-wide coordination in alignment with local Science & Technology (S&T) plans. Activities may include assessing research capacity, developing management and workforce development plans, fostering new collaborations, and analyzing sustainability. Proposals should not include research data collection, but rather focus on planning, coordination, and capacity-building efforts that position jurisdictions for competitive full E-RISE or E-CORE proposals.
