Description
The Virginia Department of Housing and Community Development (DHCD) administers this General Assembly-funded program to remove or redevelop deteriorated, port-related properties in Front Royal (Warren County), Newport News, Norfolk, Portsmouth, and Richmond. A qualifying property contains a non-residential structure built or used for port activities, located near a port to benefit from those activities, or situated on or near a rail, waterway, or highway route serving a port.
The fund supports acquisition, rehabilitation, repair, site remediation, demolition, removal, and other physical redevelopment activities. Properties must show physical or economic blight, but may be redeveloped for a market-driven use, including commercial, industrial, mixed-use, or residential use. DHCD prioritizes projects ready to proceed that can remove blight, attract private investment, and create jobs.
