The Washington Military Department’s Emergency Management Division (EMD) manages FEMA preparedness funding to strengthen the state’s ability to prevent, mitigate, respond to, and recover from disasters, terrorism, and other emergencies. Funding reaches tribal governments, local jurisdictions, state agencies, and nonprofit organizations, depending on the program.
The portfolio includes emergency management capacity, homeland security planning and exercises, emergency operations centers, physical security for at-risk nonprofits, and reduced cyber risk to critical infrastructure and services. It also includes programs addressing unlawful unmanned aircraft use and security for 2026 FIFA World Cup events. Each program has its own eligible recipients, project requirements, and application process.
