The Federal Highway Administration’s Prioritization Process Pilot Program (PPPP) funds the development and implementation of publicly accessible, transparent transportation project prioritization processes. It supports data-driven planning approaches that can be evaluated for public benefit, helping States and metropolitan planning organizations rank and select projects for short- and long-range transportation plans. The funded “prioritization project” is the development of the selection process, rather than the transportation projects ultimately selected through it.
The program seeks processes that improve safety, access, system condition, and reliability. Its priorities include innovation, economic competitiveness, reinvesting in the American family, and addressing core infrastructure. Applicants must build public input, interagency consultation, benefit and cost scoring, and clear explanations of selection decisions into their proposed processes.
