USC Sea Grant’s Program Development Funding is designed to provide rapid, flexible financial support for research projects that cannot be accommodated within the regular program cycle but are academically valuable and relevant to the Southern California region. This funding mechanism enables USC Sea Grant to address emerging research needs, support projects requiring out-of-phase or emergency funding, maintain project continuity, and encourage early-stage program development. Projects may also receive support for symposia or at the director’s discretion. All proposals undergo a “mini-review” by USC Sea Grant staff and, where appropriate, by external reviewers. Funding decisions are made on an as-needed, rolling basis to ensure timely response to urgent research opportunities.
