Description
The Prohousing Incentive Program (PIP), administered by the California Department of Housing and Community Development (HCD), rewards local governments for adopting prohousing policies. It pairs Prohousing Designation with funding to accelerate affordable housing production and preserve existing affordable homes. Round 5 supports planning and implementation activities related to housing and community development, with awards based on jurisdiction population and Prohousing Designation score.
PIP is funded through the Building Homes and Jobs Trust Fund, established by SB 2 (Atkins). The program aims to increase participation in HCD’s Prohousing Designation Program and reward jurisdictions that pursue additional policies to earn higher designation scores. Supported work includes affordable housing development, rehabilitation, homeownership assistance, accessibility improvements, and assistance for people experiencing or at risk of homelessness.
