Description
The Vermont Housing and Conservation Board (VHCB) provides Project-specific Capacity Funding for pre-development work on housing and conservation projects whose costs exceed the amount available through its Feasibility Fund. The program addresses unusually complex or uncertain projects, including difficult sites, multiple sites or goals, unusual ownership structures, special populations to be served, and challenging community economic or demographic conditions.
Funding supports technical investigations, including appraisals, engineering, title searches, and historic-preservation or hazardous-materials analyses. It also supports public dialogue about affordable housing or land conservation and exploration of alternative land-use scenarios through site inventories, site plans, and design charrettes. The Board may support project-related staff costs case by case, particularly when that support is necessary for the organization to undertake the project.
