Description
The Vermont Housing and Conservation Board (VHCB) provides project-specific capacity funding for pre-development expenses that exceed what its Feasibility Fund provides. It is limited to projects with an unusually high level of complexity or uncertainty, such as difficult sites, multiple sites or goals, unusual ownership structures, a special population to be served, or local economic and demographic conditions that make development especially challenging.
Funding can support appraisals, engineering, title searches, and historic-preservation or hazardous-materials analyses. It can also support public dialogue about affordable housing or land conservation and exploration of alternative land uses through site inventories, site plans, and design charrettes. The Board may consider applicant staff costs case by case, particularly when the organization could not otherwise undertake the project, and may fund other project-related expenses at its discretion.
