Description
Public Assistance Mitigation (406) is a post-disaster funding pathway administered by the Arizona Department of Emergency and Military Affairs’ (DEMA) Public Assistance Branch. It supports cost-effective measures that reduce future hazard impacts while damaged public facilities and certain private nonprofit facilities undergo permanent repairs. Funding becomes available for eligible Public Assistance permanent-work projects in Categories C–G when Public Assistance repair funds become available.
This Stafford Act 406 pathway ties mitigation to restoration of the damaged facility rather than treating it as a separate project. It is distinct from Stafford Act 404 mitigation, which DEMA’s Mitigation Branch administers through Hazard Mitigation Assistance grants. The 406 process is noncompetitive.
