The Kentucky Department for Local Government (DLG), through its Public Facilities Branch and Office of Federal Grants, administers this component of the Commonwealth’s Community Development Block Grant (CDBG) program. Funding primarily supports water and wastewater systems, including treatment plants, lines, pumps, meters, and tanks. The program seeks to improve existing facilities and provide new facilities where population growth or essential community needs warrant them, addressing conditions detrimental to public health and safety.
The portfolio also includes self-help projects, where CDBG buys materials and the entity performs the work with its own staff, and design-only grants using a CDBG-procured engineering firm. Selection considers infrastructure need, necessary and reasonable use of CDBG funds, and project effectiveness.
