Description
The Illinois State Library and the Office of the Secretary of State administer two public library construction programs, each with separate rules and applications. Live and Learn Construction Grants use an annual state legislative appropriation to support accessibility remodeling, smaller refurbishment projects, new buildings, additions, and conversions of buildings to library use. The Secretary awards grants following recommendations from a statewide review committee.
The Public Library Construction Act Grant Program, authorized by P.A. 96-37 and funded through state bond sales, supports major construction and remodeling. Awards depend on recognized eligible project costs and a library-specific Grant Index. When funding is insufficient, projects are ranked by facility needs, with disaster replacement or reconstruction receiving first priority.
