Description
The Rail Industrial Access Program (RIAP), administered by the North Carolina Department of Commerce in partnership with the North Carolina Department of Transportation (NCDOT), provides matching state funds to support the construction, refurbishment, or expansion of rail spur tracks and related infrastructure. The program aims to improve freight rail access for new or expanding businesses, enhance North Carolina’s logistics capabilities, and stimulate economic growth by incentivizing companies to locate or expand operations within the state. Funding is available for eligible expenses such as engineering, site preparation, and track construction, with the goal of creating jobs and increasing capital investment.
