MassDevelopment’s Real Estate Services program helps Massachusetts cities and towns advance local economic development through planning and predevelopment. Offered through the Commonwealth’s Community One Stop for Growth, it focuses on public surplus properties and commercial, industrial, or mixed-use districts. The work can reveal development potential, address streetscape and infrastructure needs, and prepare communities for growth.
For surplus properties, supported work includes site concept plans, market feasibility studies, concept-level master planning, and materials or proposal analysis for municipal property disposition. District projects may include redevelopment strategies, corridor studies, and District Improvement Financing planning. Both project types aim to move redevelopment toward private-sector investment and community benefits such as jobs, housing, support for historically disadvantaged communities, and smart growth.
