Description
The ReCoverCA Single-Family Rehabilitation and Reconstruction Program is administered by the California Department of Housing & Community Development (HCD), with disaster recovery funding from the U.S. Department of Housing and Urban Development (HUD). It supports recovery from severe storms between February and July 2023 and in January 2024, which caused flooding, mudslides, and landslides in designated California communities.
The program primarily helps homeowners return to safe, stable homes through repairs or rebuilding. Some landlords may qualify by renting to income-eligible households. Assistance may also include replacing certain manufactured or mobile homes, elevating rebuilt homes in high-risk flood areas when required, reimbursing eligible completed work, and helping eligible households pay for flood insurance for a limited time.
