Kentucky’s Recovery Housing Program (RHP), administered by the Department for Local Government’s Office of Federal Grants, funds housing development and maintenance for individuals recovering from substance use disorder. Authorized as a pilot under the 2018 SUPPORT for Patients and Communities Act, the program uses stable, temporary housing to help residents move toward self-sufficiency, permanent housing, and independent living. Eligible work includes Kentucky CDBG-eligible housing activities, including acquisition, rehabilitation, reconstruction, and new construction.
The program prioritizes significant community need, reasonable costs, effective assistance, and timely delivery. Projects should coordinate housing resources with federal and non-federal assistance addressing substance use disorder, homelessness, employment, and other wraparound services.
