Summary: Supports cross-border Regional Cable Hubs that detect threats and strengthen the security and resilience of undersea cables across EU sea basins.
Key Information: Each hub should include authorities from at least two Member States concerned by the relevant sea basin.
Regional Cable Hubs is a Digital Europe Programme action supporting the EU Action Plan on Cable Security. It funds the creation and strengthening of cooperative, cross-border hubs that improve threat detection and operational security around undersea cables. The aim is to establish near-real-time situational awareness through data pooling, automated analysis, incident reporting and information exchange among national authorities.
Projects may establish new hubs, expand previously funded hubs to additional Member States, or upgrade existing capabilities. Supported work includes processes, tools and services for detecting emerging threats, alongside secure cooperation with cable operators and voluntary incident reporting. Hubs may draw on maritime surveillance systems, sea-based sensors, satellite imagery and undersea drones, while progressively integrating relevant defence capacities in a dual-use approach.
