Description
The Metropolitan Council and Transportation Advisory Board (TAB) run the Regional Solicitation to prioritize transportation investments in the seven-county Twin Cities metropolitan region. The competitive, biennial process supports existing infrastructure and new improvements, including roads, bridges, transit, bicycle facilities, sidewalks, electric vehicle charging, congestion management, and commuter support. Projects must advance the goals of Imagine 2050 and the 2050 Transportation Policy Plan, including reliable travel times, more travel options, fewer crash-related deaths and serious injuries, and healthy communities.
The coordinated process includes federally funded Regional Solicitation projects, a separate regional sales-tax-funded Active Transportation Solicitation, and the federally funded Highway Safety Improvement Program (HSIP), administered by MnDOT. TAB sets expectations and selects projects, with technical scoring committees evaluating qualified applications against category-specific measures.
