Description
The Office of Resilient Homes and Communities (RHC), within New York State Homes and Community Renewal (HCR), administers Resilient Retrofits to help homeowners strengthen their homes against flooding and other extreme weather. Round 4 funds qualified local administrators to deliver loans and grants to low- and middle-income single-family homeowners whose homes have sustained, or are likely to sustain, weather-related damage. The program aims to reduce displacement after disasters.
Supported improvements include closing living space below base-flood elevation, flood vents, back-water valves, insulation, efficient fixtures and appliances, and electric cold-climate heat pumps. Solar panels and battery backup may accompany these measures. Administrators also provide outreach, lending, grant administration, assessments, counseling, and construction oversight. Energy efficiency and heating-and-cooling electrification improvements must accompany flood-resilience measures.
