Key Information: Construction, real property acquisition, and activities requiring federal or state permits must use a separate funding opportunity.
The U.S. Department of the Treasury administers the RESTORE Act Direct Component through the Gulf Coast Restoration Trust Fund, established following the Deepwater Horizon oil spill. This opportunity supports eligible non-construction activities addressing environmental restoration, economic recovery, workforce development, tourism, and Gulf Coast seafood promotion. It also provides planning assistance to prepare the Multiyear Implementation Plan required by the RESTORE Act.
The Direct Component receives 35% of penalties deposited into the Trust Fund and serves designated Gulf Coast state and county governments. This announcement covers projects with or without a non-federal cost-share for another federally funded project or program. Activities involving construction, real property acquisition, or federal or state permits—including natural resource restoration projects requiring permits—belong under the separate construction and real property acquisition opportunity, GR-RDC-25-002.
