Description
The Rural Libraries Program (RLP) Grant is administered by the New Mexico State Library to support and expand public library services in rural communities. The annual program supports library collections, staffing, professional development, equipment, operations, and eligible capital work associated with delivering basic library services. It is issued in accordance with 4.5.10 NMAC.
The program’s statutory foundation is the Rural Libraries Program Endowment Fund, established under Section 18-18-1, NMSA 1978 (2019). The endowment combines state appropriations, donations, and investment income to support the preservation, development, and establishment of rural libraries, including their operational and capital needs and specialized services. The annual RLP Grant is distinct from the Library Establishment grants and the additional HB2 one-time rural library grant.
