Description
The South Carolina Department of Transportation (SCDOT) administers this federally funded reimbursement program for projects outside Transportation Management Areas (TMAs). Projects within a TMA apply through the corresponding metropolitan planning organization (MPO). The program supports pedestrian and bicycle facilities, other non-motorized routes, safe access to daily needs for people who do not drive, and Safe Routes to Schools infrastructure.
SCDOT prioritizes projects addressing documented safety issues, connecting transportation networks, appearing in relevant plans, or aligning with its Complete Streets policy and Pedestrian and Bicycle Safety Action Plan. Project location and impact in high-need areas also matter. For its Rural and Small Urban program, SCDOT conducts competitive funding rounds twice a year.
