Description
The Utah State Board of Education (USBE) administers the School-based Mental Health Qualifying Grant Program for local education agencies (LEAs) and Regional Education Service Agencies (RESAs). Established following the 2019 Student Support Amendments, it funds targeted school-based mental health support, including clinical services and trauma-informed care. Recipients may employ licensed qualifying personnel, employ behavioral health support personnel under their direct supervision, or contract for services provided by qualifying personnel, including telehealth services.
LEAs set measurable goals for student safety, engagement, school climate, or academic achievement in a governing-board-approved plan. The plan connects proposed staffing and services to those goals, and recipients report annually on their progress.
