Description
The School-based Mental Health Qualifying Grant Program is administered by the Utah State Board of Education (USBE) for local education agencies (LEAs) and regional education service agencies (RESAs). Created following H.B. 373 in 2019 and updated through H.B. 411 in 2023, it supports targeted school-based mental health services, including clinical services, trauma-informed care, and contracted telehealth services.
Funding supports qualifying mental health personnel and behavioral health support personnel who help identify student needs, remove barriers to learning, and develop skills supporting academic achievement. Comprehensive plans focus on student safety, engagement, school climate or culture, and academic achievement. Plans must explain how services increase access for students in need, including underserved or at-risk students, and integrate qualifying personnel into multidisciplinary teams. Annual updates and outcome reporting support accountability across the three-year cycle.
