Description
The Michigan Department of Transportation (MDOT) lists Section 5310 as a formula-funded program to increase mobility for seniors and individuals with disabilities. Funding is apportioned according to states’ shares of these populations, with allocations for areas below 200,000 people and for large urbanized areas. The program serves large urbanized, small urbanized, and rural communities.
Section 5310 incorporates the former Section 5317 New Freedom Program. New Freedom projects are intended to provide services for individuals with disabilities beyond Americans with Disabilities Act requirements. MDOT’s Office of Passenger Transportation (OPT) distributes federal and state funding for public transit services in Michigan.
