The Utah Department of Environmental Quality’s Division of Water Quality (DWQ) administers this program using funding from the Federal Sewer Overflow & Stormwater Grant Program. It supports municipalities and municipal entities undertaking stormwater projects that use green infrastructure to manage, reduce, treat, or recapture water. The program emphasizes demonstrated need and anticipated improvements to existing water quality problems, including nutrient and other pollutant removal.
Priority goes to financially distressed and rural communities, as well as projects involving existing communities. Assessment also considers public health and beautification benefits, feasibility, readiness to proceed, cost-effectiveness, and local support. Green infrastructure can include practices such as bioretention, permeable pavement, stormwater harvesting, and restoration of natural features, subject to the Green Project Reserve eligibility guidance.
