Description
The Site Cleanup Subaccount Program (SCAP) enables the California State Water Resources Control Board to fund reasonable and necessary costs of investigating contamination sources and remediating harm or threats to human health, safety, and the environment. Projects may involve site characterization, source identification, or cleanup of existing or threatened surface water or groundwater contamination.
The Board prioritizes significant health or environmental threats, impacts on small or financially disadvantaged communities, and the environmental benefit relative to project cost. It also considers other potential funding sources and environmental justice, using the most recent CalEnviroScreen score for the project location.
