Small Community Planning Grants support small South Dakota communities by funding engineering studies for water, wastewater, and sewer projects so they can assess improvements and plan before seeking construction funding.

Description
The South Dakota Department of Agriculture and Natural Resources offers Small Community Planning Grants to help systems serving 2,500 people or fewer hire an engineering consultant. The consultant prepares a project-specific report with the level of detail expected of a facilities plan for State Revolving Fund projects. The program promotes proactive water and wastewater infrastructure management by funding planning work rather than construction.
Studies can address water systems, wastewater systems, and sanitary or storm sewer projects. The resulting report evaluates the system and proposed improvements so a community has a planning document before seeking project funding. For later sanitary or storm sewer funding, the project must be placed on the State Water Facilities Plan; placement does not guarantee funding.
