This funding opportunity from the European Commission under Horizon Europe aims to strengthen societal resilience to disasters by actively involving younger generations through digital innovation, education, and community engagement. Projects should develop innovative solutions—such as digital tools, gamification, and interactive learning—to improve disaster awareness, risk perception, and response capabilities among youth (typically defined as ages 13–30). Emphasis is placed on participatory, youth-led approaches, citizen science, and digital engagement platforms to ensure young people’s perspectives are integrated into disaster preparedness, response, and recovery.

The call encourages the use of emerging technologies (e.g., artificial intelligence, virtual/augmented reality, social media analytics, serious games) to increase youth engagement in disaster preparedness and crisis response. Proposals should include practical pilots, real-world case studies, training and educational tools for preparedness and crisis management, and strategies to connect youth data with crisis management teams. Projects must also deliver a stakeholder or market analysis and a roadmap for the uptake of developed methodologies and technologies.

Projects are expected to align with relevant EU policies, leverage synergies with existing frameworks (such as Erasmus+, the European Solidarity Corps, and the Sendai Framework), and prioritize the involvement of citizens and civil society.
