The South Carolina Department of Education’s Office of Student Support administers this competitive subgrant program with funding from the U.S. Department of Health and Human Services. It supports organizations with documented capacity to deliver abstinence-until-marriage education for youth ages 10–19. Sexual risk avoidance education and research must be the exclusive purpose of the subgrant.
Programs teach personal responsibility, self-regulation, goal setting, healthy decision-making, healthy relationships, and future planning without normalizing teen sexual activity. They also address self-sufficiency, resistance to sexual coercion and dating violence, and avoidance of risk behaviors such as drug and alcohol use. The state’s goals are to reduce teen births and HIV/STI rates through evidence-based, medically accurate education, mentoring, counseling, and adult supervision that help youth postpone sexual activity until marriage.
