Description
The State Underground Petroleum Environmental Response Bank (SUPERB) Account is administered by the South Carolina Department of Environmental Services (SCDES) through its Underground Storage Tank Management Division. It supports rehabilitation of sites contaminated by petroleum or petroleum products released from underground storage tank (UST) systems. Site rehabilitation includes assessment, investigation, evaluation, planning, design, engineering, construction, and cleanup of affected soil, groundwater, or surface water.
Each release is evaluated separately. Eligibility depends on the tank owner’s good-faith effort to comply with requirements that prevent releases, support early detection, and mitigate environmental impacts. Access to funding follows the Department’s risk-based priority classification system. Funded corrective actions must be reasonable and cost-effective, considering both short- and long-term costs.
