Description
The State Underground Petroleum Environmental Response Bank (SUPERB) Account provides funding for rehabilitation of sites contaminated by petroleum or petroleum products released from underground storage tank (UST) systems. It is administered by the South Carolina Department of Environmental Services’ UST Management Division. Site rehabilitation can include investigation, assessment, corrective-action planning, cleanup, and monitoring of affected soil or water.
The Division examines each release separately. In determining eligibility, it considers whether the tank owner made a good-faith effort to follow regulations intended to prevent releases, detect them early, and limit their environmental impact. Access to funds follows the Department’s site-priority classification system, and a qualified release remains qualified until cleanup is completed.
