State Aviation Development Program

Description
PennDOT’s Bureau of Aviation administers the State Aviation Development Program (ADP) through eGrants. Funded by state taxes on jet fuel through Pennsylvania’s Aviation Restricted Account, ADP supports eligible airport development projects that maintain, upgrade, and, where possible, build airport facilities. It is intended to help preserve Pennsylvania’s airport system, rather than fund a particular area of aviation research.
ADP is one of PennDOT’s airport-development grant programs under Act 164 of 1984. The program can also contribute toward the non-federal share of a Block Grant received by an airport sponsor.
