The Minnesota Department of Commerce administers the State Competitiveness Matching Funds Program to help Minnesota entities secure federal energy funding. Established by the Legislature in 2023 with $100 million, the program supports required matching contributions and can reduce project costs when matching funds would strengthen a federal application. It supports projects advancing renewable energy development, energy conservation, efficiency, or energy-related greenhouse gas reductions.
Originally limited to opportunities funded through the Inflation Reduction Act and Infrastructure Investment and Jobs Act, the program expanded in June 2025 to include any preapproved eligible federal funding opportunity supporting Minnesota’s Clean Energy and Climate Action Framework goals. Successful applicants receive a reservation of state funds, with release contingent on confirmation of the associated federal award.
