Description
The State Homeland Security Program (SHSP) is a component of FEMA’s Homeland Security Grant Program (HSGP), administered in Michigan by the Michigan State Police Emergency Management and Homeland Security Division (MSP/EMHSD). It supports state, local, tribal, and territorial preparedness efforts to build, sustain, and deliver core capabilities needed to prevent, prepare for, protect against, and respond to terrorism.
SHSP focuses on high-priority terrorism-preparedness gaps and implementation of risk-driven, capabilities-based State Homeland Security Strategies. Supported activities include planning, organization, equipment purchases, training, and exercises. These investments support the National Preparedness System and the National Preparedness Goal of a secure and resilient nation. Michigan’s solution-area planner guidance includes research, data analysis, capability assessments, and studies related to bioterrorism, cyberterrorism, and chemical, biological, radiological, nuclear, and explosive threats.
